The Council of the Eurasian Economic Commission approved the Rules on regulation of veterinary medicinal product circulation in the customs territory of the Eurasian Economic Union. The uniform procedures for registration of veterinary medicinal products, uniform requirements for their quality, performance and safety and criteria for their evaluation, uniform rules and procedures for control and supervision activities in the turnover of veterinary medicinal products have been established. The document will form more favorable conditions for the operation and development of the EAEU common market for veterinary medicinal products.
Until now, all aspects of the turnover of veterinary medicinal products have been regulated under the national legislation, which has resulted in the adoption of restrictive measures and the emergence of obstacles for the trade in these products. The development and approval of the document was carried out by the EEC together with the authorities of the EAEU countries having powers in control (supervision) over the turnover of veterinary medicinal products for the past six years.
On the eve of the meeting at the EEC site on January 19, 2022, a meeting of the heads of the authorized bodies of the EAEU Member States in control (supervision) over the turnover of veterinary medicinal products was held under the chairmanship of the EEC Minister for Technical Regulation Viktor Nazarenko. It agreed on the positions of the parties on all disagreements on this document.
The EAEU rules will come into force 24 months after the date of entry into force of the decision to approve them.
Transitional periods have been established by the decision of the EEC Council. First, registration of veterinary medicinal products and other related procedures may be performed in accordance with the legislation of the EAEU member state from the date of the entry into force of the EAEU Rules and until December 31, 2027, for turnover only in the territory of this state. Registration certificates for such veterinary medicinal products will be valid in the territory of the respective state for the next five years, that is, until December 31, 2032.
Second, registration certificates for veterinary medicinal products issued before the date of the entry into force of the EAEU Rules will be valid in the customs territory of the Union for the periods as established in accordance with the legislation of the Member States, but no later than December 31, 2027.
Third, the registration dossiers of veterinary medicinal products registered before the date of the entry into force of the EAEU Rules have to be brought into compliance with the EAEU Rules by December 31, 2027.
