The roundtable discussion on the Rules on regulation of veterinary medicinal product circulation in the customs territory of the Eurasian Economic Union was held at the site of “Delovaya Rossiya” organization (All-Russia Public Organization “Business Russia”) on May 27. Although the new rules will be introduced in 2024, the participants of the veterinary market have accumulated a significant number of questions and comments to the document.
Vladimir Subbotin, Deputy Director of the Sanitary, Phytosanitary and Veterinary Measures Department of the Eurasian Economic Commission (EEC), described the aims of the document, key mechanisms and transitional provisions. The expert noted that the Commission had already held a preliminary discussion with the representatives of the authorized bodies of the EAEU member states on proposals submitted by the business community. As a result, the EEC identified the necessary changes to the rules and outlined the next steps to introduce them into the document.
The representatives of the EEC and The Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) answered the questions of the Association of Veterinary Pharmaceutical Manufacturers (AVPHARM), the Union of Animal Industry Enterprises and manufacturers. In regards to general regulation and the new rules the participants raised the issues of prompt delivery of reagents and specific control materials from abroad. They asked to increase the time allotted to the delivery of specific control materials and the translation of documents into the official languages of the EAEU member states. The approaches to GMP inspections, the possibility of increasing the time period to provide CAPA plans, as well as the recognition of GMP certificates issued by national authorized bodies were discussed as well.
The experts noted that the food and biological safety of the country depends on stable supply of veterinary medicinal products. The participants called on business and government to engage in an active dialogue aimed at prompt identification and resolution of any possible difficulties related to the new rules introduction. The participants agreed to prepare a general resolution on further work on the discussed issues.
Sergey Mitin, First Deputy Chairman of the Federation Council Committee on Agriculture and Food Policy and Environmental Management, and Stanislav Naumov, Deputy Chairman of the State Duma Committee for Economic Policy, attended the event.
